Most people know someone who has difficulties using a phone. For those who experience such difficulties as holding the phone, dialing, having poor vision, trouble getting to their phone or other such challenges, free phone equipment is available through the California Telephone Access Program or CTAP. CTAP is a state-mandated program of the California Public Utilities Commission that provides specialized telephone equipment and services to residents who have an active phone line and who have the aforementioned difficulties in using a phone. Age and income level are not considerations for the service. All services and equipment are free of charge and are paid for through a small surcharge on the phone bill of every California resident.
