Moreno Valley recently received three top honors from the Government Finance Officers Association (GFOA), including the Certificate of Achievement for Excellence in Financial Reporting (ACFR) Award, the Popular Annual Financial Reporting (PAFR) Award, and the Distinguished Budget Presentation Award for 2024. This marks the sixth time the City has received GFOA’s “Triple Crown.”
The Triple Crown represents the highest level of recognition in governmental budgeting and financial reporting.
“Receiving this recognition year after year is an honor and a reflection of the trust our residents place in us to manage public funds with integrity,” said Mayor Ulises Cabrera. “We are committed to fiscal responsibility and transparent reporting as we continue building a bright future for Moreno Valley.”
The City has received the ACRF award for 27 consecutive years, the PAFR award for 10 consecutive years, and the Adopted Budget has been fully balanced for 13 consecutive years.
The City’s ACFR is recognized for its readability and organization along with meeting both Generally Accepted Accounting Principles (GAAP) and all applicable legal requirements. The PAFR is part of a broader effort to enhance public communication, increase transparency, and provide residents with an accessible overview of City finances. The Adopted Budget demonstrates Moreno Valley’s conservative and responsible fiscal approach, ensuring that resources are strategically directed toward City Council priorities, community quality of life, and long-term financial stability.
